White House Infrastructure Plan Targets Carbon-Free Power by 2035

The White House on Wednesday released a fact sheet detailing how President Joe Biden's $2.3 trillion infrastructure proposal would steer the nation toward a fully carbon-free electricity grid by 2035. The plan, which allocates a portion of the infrastructure spending toward energy modernization, also includes measures to plug orphan oil and gas wells and reclaim abandoned mines.

Speaking at a carpenters union training center in Pittsburgh, Biden framed the initiative as a generational turning point. "If we act now, in 50 years people are going to look back and say: 'This was the moment that America won the future,'" he said.

Grid Resilience and Clean Energy Incentives

According to the fact sheet, the administration intends to "build a more resilient electric transmission system" and modernize power generation through tax credit incentives aimed at accelerating "clean energy generation and storage." These measures are designed to encourage utilities to expand solar, wind, and other carbon-free energy sources, with rebates offered to support adoption.

Federal buildings would also be powered by "24/7 clean power" using federal funds, a move that could significantly reduce the government's carbon footprint.

Addressing Legacy Pollution

The plan includes a specific focus on environmental remediation: plugging orphan oil and gas wells and cleaning up abandoned mines. The fact sheet notes that these investments would "reduce the methane and brine that leaks from these wells, just as we invest in reducing leaks from other sources like aging pipes and distribution systems." This is framed as a dual benefit—creating jobs in communities that have suffered from industrial decline while mitigating environmental hazards.

Political and Practical Hurdles

While the 2035 target is more aggressive than the 2050 goal Biden set in his earlier clean energy proposals, analysts at Scientific American caution that the plan currently serves largely as a symbolic milestone. The administration faces significant legislative obstacles, particularly from Republicans in Congress who have expressed opposition to the sweeping infrastructure package.

The proposal is part of a broader infrastructure agenda that also includes substantial investments in electric vehicles, as outlined in separate announcements. Whether the 2035 target survives congressional negotiations remains uncertain, but the administration's commitment to reshaping the nation's energy landscape is clear.
